REVIEW OF DRAFT ENVIRONMENTAL IMPACT ASSESSMENT REPORT

EXTENSION OF COMMENT PERIOD

 

As previously announced, an opportunity to review the Draft Environmental Impact Report (EIR) commenced on 06 March 2010 with a revised closing date of 31 May 2010.

 

Please be advised that the comment period has been further extended by an additional 30 days and the closing date for comment is now 30 June 2010 (117 days). You are, therefore, afforded the opportunity to use the extended period to further review the report and submit any additional comments.

 

Once the comments have been received a Revised Draft EIR, including its specialist studies, will be produced and placed at public venues for a further comment period of 45 days.

 

On behalf of the EIA Project Team, I should like to thank all those who have attended public meetings and Key Stakeholder Feedback Meetings held during the period 23 March – 25 May 2010, those who have already submitted comments on the Draft EIA Report and those who will take further time to review the reports and submit comments.

Biodiverse grassland, biofuels and bioliquids
Consultation period: 14/12/2009 - 08/02/2010


The sustainability requirements of the Directive 2009/28/EC on the promotion of the use of energy from renewable sources establish that raw materials used for the production of biofuels and bioliquids may not be produced on land that had the status of highly biodiverse grassland in or after January 2008. The objective of the consultation is to seek views on possible approaches to define the criteria and ranges of highly biodiverse grasslands. This will feed into the drafting of a Commission Decision on the establishment of criteria and ranges of highly biodiverse grasslands for the purpose of Directive 2009/28/EC.

The Commission is required to establish such criteria and ranges according to Article 17(3)c of the Directive 2009/28/EC .
(There is a similar requirement, as far as biofuels are concerned, in the Fuel Quality Directive [98/70/EC])

RE: ENVIRONMENTAL IMPACT ASSESSMENT FOR THE CONSTRUCTION OF A 40 MW OPEN CYCLE GAS TURBINE AND ADDITIONAL INFRASTRUCTURE IN THE AMERSFOORT AREA, MPUMALANGA PROVINCE

As previously communicated to you, Bohlweki-SSI Environmental has been appointed by Eskom Holdings as an independent Environmental Assessment Practitioner (EAP) to undertake the required Environmental Impact Assessment process as well as Water Use License Application for the above project.

During the 30 day public review period of the Draft Environmental Scoping Report (ESR) which took place from 12 October 2009 to 12 November 2009, Eskom’s design engineers informed the project team that
they might have to consider running a 140 MW gas turbine instead of a 40MW machine as it is better suited to the lower energy value of the UCG syn-gas Eskom produces.

Therefore, Eskom requested Bohlweki-SSI Environmental to amend the scope of work to consider a 40MW to 140MW plant during the EIA. The aforementioned as well as confirmation that the site footprint
will not be extended as a result of this change was communicated to all specialists which indicated that the recommendations and findings contained in their initial specialist reports undertaken will not be
affected.

In addition, it was also determined during the Draft ESR public participation process that a Health Impact Assessment (HIA) as well as Environmental Resource Economical (ERE) Study are required as part of the EIA process.

In light of the above, please note that a Draft Final ESR and Plan of Study for EIA have been amended to incorporate the recent project developments. Bohlweki-SSI Environmental has accordingly decided to
provide Interested and Affected Parties and Authorities with an extended commenting period until 4 December 2009 to provide inputs on the Draft Final report.

Copies of the amended report will be available on the websites of Bohlweki–SSI Environmental (www.bohlweki.co.za) and Eskom website (www.eskom.co.za).

Please submit your written comments on the Draft final ESR by no later than 4 December 2009 to Bohlweki-SSI Environmental.

In line with Parliament’s objective of providing a national forum for public consideration of issues and seeking to act as a voice of the people, the Parliamentary Portfolio Committee on Water Affairs and Forestry invites interested individuals and organisations to submit written submissions on Water Quality and Pollution challenges facing South Africa. This is in line with South Africa’s recognition of the need to monitor and assess the quality of water to determine the suitability for use and support of the management of water resources.

The public hearings are scheduled for Tuesday, 3 June and Wednesday, 4 June 2008 in Parliament.
